hillary clinton said that the use of chemical weapons is a red line while president obama said that the use of chemical weapons would bring about severe consequences. now what exactly that means is not clear but this is really the most muscular type of phrase and language that both clinton and obama have used to describe the war in syria. it does appear the united states is taking a sort of more proactive approach. it doesn't appear the u.s. is getting involved militarily but this language is different than the sort of diplomatic language we've seen in the past. this comes as syrian rebels are pushing in on damascus. we're also hearing that the u.s. and nato have decided to send patriot missiles to the turkish border along syria to help turkey prevent any type of attack from syrian jets. this is all as part of a plan to sort of put more and more pressure militarily pressure on the assad regime. whether or not it will change the outcome of this war or change the, sort of result of what the assad regime is doing is still very much unclear, jon. jon: the death toll continues to ri

. president barack obama signalled he wouldn't insist tax rates on upper income americans rise to clinton era peaks as part of the deal. the white house's flexibility first described by erskine bowles after meetings with mr. obama and others confirmed by administration officials could envision tax rates increasing from current levels to less than clinton era levels. so 37, 38%, is that enough for you? >> i would like to see the bush tax cuts for the upper income go away completely. with many people, myself included we don't want to negotiate against ourselves at the moment. there is going to have to be give and take. this will be a compromise. neither party can do it alone. there are pieces of this which i don't like. but those tax rates during the clinton years were pretty prosperous years. i think the american people would be happy to go back to the prosperity we enjoyed then. they weren't a damper on the economy. i think it fair that we go back to those rates. >> i understand not wanting to negotiate with yourselves but you have to negotiate with somebody. so -- yes or no -- would you sett

illness. it's an example of how you can form a friendship at these meetings. bill clinton had beat the sitting president, george herber walker bush, and they met similar to the way romney and obama are now, and now clinton and 41 are dear, close friends and have done many constructive things together around the world. i think, by and large, these meetings, the luncheon today, will be about optics. it's the photo ops. it's a chance to say america is united. there may be an opportunity here for mitt romney to come out and talk about the fiscal cliff or saying we must avoid falling off it towards something that could be helpful to the white house in the end. i remember back in 2008 it was john mccain that met with president obama. they met in his office in chicago. not at the white house. it seemed like that was the beginning, potentially of two leaders really working together. we have since seen that deteriorate. >> we can't judge personal kem tri. i think barack obama has more at stake in this lunch in the end than mitt romney. if obama can get romney to say something positive about

are tough words coming from president obama, from secretary of state hillary clinton, from the nato secretary-general today in brussels. but is that enough to president bahar al assad from using chemical weapons or is there something else the international community should be doing? >> it's important, and i'm sure this is being conveyed to him, it's important that he understands that that response is going to be emphatic. so it won't be in other words that we issue a strong statement. there will be some action that will follow. look, i think he will appreciate that. but the real question is how do we bring this appalling disaster, which is unfolding in syria, to an end to try and get a situation where you move to a different type of constitution in which the people can have a say in electing their government. and where the countries then are put on a more stable footing. because once that goes, then what? so this is fantastically difficult. once you lift the lid off these very repressive regimes and out comes all this religious and tribal tension, we have to find a way to stabilizin
